so if for some reason you need to absorb a large number of them, you can zone these somewhere and make sure everyone can reach them

back on my bullshit #AevaForMayor #CitiesSkylines@aeva it may not be enough, or it might, i'm not sure, but my understanding of how library works is that any citizen can choose randomly to go there, and regardless of whether or not they're in the phase of life to attain a normal education, it can educate them by one level
so, you can indeed end up with highly educated without a university, but the numbers aren't particularly high

but the need for such workers is proportional to the development level of the sector in question, which is determined by service coverage
...but i usually just accept that i will have doctors plowing fields and this works out fine for me?
