Hm okay I just can't seem to figure this out, so I'm gonna toss out a hail mary
i got a rootkit virus on my surface pro 9 and now it can't find a bootable operating system

I've tried everything suggested on here with multiple usb sticks
i did the uefi boot order and all the jazz
i tried with linux and that specific surface bootable image from microsoft
nothin' but boot error
