EXCLUSIVE: I’ve seen a draft legal proposal for the 28th regime, aka #EUInc. Three big takeaways:
1. It sets out a regulation.
2. The draft’s legal basis would only need a qualified majority of EU countries to agree – no need for unanimity.
3. Some parts of the proposal’s content will still not make startups happy.
