Your initial question was if the fediverse was created in Europe. To which the answer is that the protocol wasn't, but the software that made it famous was, especially during that initial growth period.
Of course it's a lot more diverse nowadays and that diversity keeps increasing. One of the biggest seeds was and still is European though -

And, by share, Masto still runs on like 3/4 of all servers iirc. And you can still claim that Masto is German because the main driving force behind development is still the non-profit, located in Germany (even if German government bullshit caused them to also register in Canada iirc)
