So I did some research.
Modern fake cigars don't make smoke, they're just designed to look the part, but I did find a listing for this exact product on a magic trick website.
Out of stock, but it showed the packaging. The naming is meant to sound like a cigar brand but also contains a hint as to how it works.
Poke a hole in each end of the tube to produce the smoke, suggesting it contains something which is blown out to produce the smoke. The scented nature makes me assume its some kind of powder.

Given that this product was designed in the 50s I ponder just how safe the contents were, back when they used asbestos dust as fake snow.
Even if it was something benign like cornflour or talc, you do not want to inhale that stuff. I wonder how many warnings are inside saying "only blow through the cigar, never suck".
