It doesn't touch upon how even for construction workers hi-vis isn't a stand alone solution.
On any construction site, open factory environment or industrial works there's strict speed limits and often strictly separated routes between anything powered and the rest of road users.
And on top of that the final responsibility is with the strongest road users: drivers.
Hi-vis bike helmets don't do anything when a distracted car driver ploughs into my toddler.

@CStamp Kids wearing helmets has nothing to do with safety around cars though. Adding it to these discussions is a distraction.
A helmet can help a bit if you're falling due to instability, cycle off the road, maybe a bit when you hit another cyclist. All at low speeds and low kinetic energy.If you're a kid ploughed into by a car the only thing that can help you is luck.
