@mos_8502 from a purely business perspective, it's about the same as any other music. Making a good chiptune takes about the same amount of time as making any other kind of incidental or theme music (the sounds and song structure are, by necessity, much simpler, but the tools for making them are more challenging than Ableton or FL Studio or Renoise or whatever).
Music license pricing also usually depends on if you want an exclusive license or not, in addition to length and complexity and such.
