I think you can create a first draft with Exet (use Edit > Preferences > Allow asymmetry) to create the grid.
Then, save as Exolve (Ctrl-s or Cmd-S). You can tinker with the saved Exolve file to do things like hide clue numbers and add the extra numbers that I see in your sample. Exolve supports many many customizations (https://github.com/viresh-ratnakar/exolve/blob/master/README.md)

@viresh @TheVoidTLMB oh interesting, in this case hand-editing the exolve file manually might be even easier.
For accented letter, which encoding should I go for? UTF-8 or Latin-1? -
