The mandate itself reveals a fundamental misunderstanding of privacy infrastructure. Rather than centralizing age verification (a massive security risk), why not build verification into platforms without centralizing identity? This approach solves the stated problem while creating a dragnet of biometric data attached to every device manufacturer. Classic surveillance by regulation.
