It is not "unqualified support." He tactfully said "when it makes sense," and he thus avoided antagonizing #Trump the way #Spain's #PedroSanchez did.
"… when ir makes sense" is an escape hatch for #Canada whenever it needs it.

Se non votano non vuol dire che hanno ragione, ma magari hanno i loro motivi, e insultare non serve a niente, ti ascoltassero potrebbe essere peggio
Se non hanno la forza di fare, bisogna prendersi in carico il problema e cambiare le cose
Se la fiducia si è rotta, si può sperare che non sia definitivamente, e possa tornare
Insultare è un modo di arrendersi, non ce lo possiamo permettere
