And there’s a reason why instance owners don’t want to create “official lists”: it instantly attracts people who love to cherry-pick, nitpick, or turn everything into drama

So, as already said, the only official starter pack is the one made by Devol.
That’s it
Everything else is community-made, nice to have, but not “official” in any way

All Italian users, not just those on your server, know that those accounts are managed by your admin staff. I'm shocked that you don't state that those accounts are managed by the admin staff! This, in my opinion, is truly strange.
