There are several examples where the UN security council authorised a cross-border humanitarian mechanism without cooperation of the powers in charge.
Moazzam Malik from Save the Children mentions some in this article from the Guardian.
And, don't forget: Gaza is occupied territory, it does not belong to Israel.
