@leanderlindahl Sounds like you're looking for a Learning Management System (LMS). There is an open source one which is actively used in The Netherlands, named Canvas.

@jpostma Sounds interesting, do you know of a specific municipality or school district where it's used. I'm thinking maybe there could be some exchange (for us to learn) and then I need specific politicians or civil servants to start a dialogue with.

@leanderlindahl my Austrian school - over 10 years ago - used Moodle for highschool classes. No software at all used for the middleschool classes back then. I have no idea about current status quo though.

Thanks for all the amazing feedback. To clarify I would need clear examples of a school or schools and a municipality or district that are using software other than MS/Google so that I can bring an example and say:

"Look at these guys, they're not using Google Classroom. Why don't we talk to them and learn from what they're doing and run a pilot to see if we could do something similar?"
