Weird quirk of English:
You use the singular form of something when there's exactly one of something, like "one chair. Plural for "two chairs", "three chairs", etc.
Simple. Logically consistent.
... yet we use the plural form for quantities less than one sometimes... yet singular other times...
Consider: "half a chair." But then "0.37 chairs."
