Good questions! To Niko’s point, it depends - is the user on an instance operated by the Mastodon organization, or a self-hosted/community-led one? If they’re on a Mastodon-operated instance, did they violate our terms of service? Is the state asking Mastodon to implement age verification on their “personal” server or across the entire network (we can’t do that)? The services we’re offering help Mastodon’s clients set up their instances to their own specifications and policies. The instances Mastodon operates have to comply with local law so we can ensure our existence for many years to come.
As for the rest of the network - Mastodon respects the right of individuals and instances to make their own decisions when it comes to governing their own instances.
