@davecb Well yes, obviously, but also, it's NOT obvious that he realizes some (a handful of?) Canadians can puzzle out American English news and draw their own conclusions …
He's supposed to be a fscking diplomat. There are some things diplomats do NOT say aloud ANYWHERE until they finally retire—or the country they're ambassador to has been successfully invaded and occupied. /s
