@aeva it may not be enough, or it might, i'm not sure, but my understanding of how library works is that any citizen can choose randomly to go there, and regardless of whether or not they're in the phase of life to attain a normal education, it can educate them by one level
so, you can indeed end up with highly educated without a university, but the numbers aren't particularly high
@aeva depending on which dlcs you may or may not have, there can also be ways of zoning industries to require higher educated workers
so if for some reason you need to absorb a large number of them, you can zone these somewhere and make sure everyone can reach them
