The Council found a common position on chatcontrol. A vote on the proposal will happen tomorrow (2025-11-19) in COREPER II and is expected to pass. Next up: Trilogue, where the differences between the Council's, the Parliament's and the Commission's position will be resolved.

The approach seems to be the bare minimum which all states can support. No detection obligations are to be imposed, however voluntary scanning will be permitted. The problems with age verification remain.
