@seabass a very good question! Preëmptive attacks are considered in bounds for a war of self defence. Moral high ground doesn't get you that far when you're fighting a stronger opponent, but it might keep you out of a war altogether. I think it might be better to open a second front after the war begins, but I wanted to discuss the possibility.
