I was out and about earlier and saw this box on a phone pole. Anyone know what it is? It's got a BEST brand marine padlock on it, which the city of Seattle uses for a lot of long-term outdoor applications, so I suspect it may be city-installed/managed (unlike the smaller white Ricochet boxes with one antenna).
