The perpetrators of the railway sabotage were two citizens of #Ukraine working for #Russia special forces who left to #Belarus via Terespol border crossing.
I must admit this is a smart move by FSB/GRU, because they kill two birds with one stone - conduct the sabotage and clearly signal to Europe that they do have sleeper agents, but also triggered the anti-Ukrainian sentiment thanks to the agents using Ukrainian passports.
P.S Tusk specifically said "citizens of Ukraine", not "Ukrainians"
