If the source content is public then there's no discussion to be had, there are no grey areas, the post is public. It sounds like you're trying to add in layers of privacy to a visibility scheme ("public") that does not have any.

@OliviaVespera From my point of view this can only be achieved by looking at the actor's profile. There are (often) already the two fields discoverable and indexable. When at least one these is set to false, then one can safely assume that they don't want their content to be spread out.Also I suggest a new XEP that defines a field where users can directly control whether their content should be distributed by relay services at all. And in the absence of this field the other two can be used. Then the users are in control and don't need some quirky solutions like placing a tag in their bio.
