Here at Fediverse (also Mastodon) there are @loops@loops.video as an alternative to TikTok.
First of all, it collects almost no data (only for functionality) and is decentralized. This means that people can choose their provider, who will respond to them. In addition, all the vidios in the Fefiverse, who also do not have a Loops account, thus see unrestrictedly more popular on the Web. (I had never used @loops@pixelfed.social)

Recently, a group of MEPs wrote a letter to the EC about promoting Europe-based social networks. I think Mastodon is already primed for this role, we just need more active users (from institutions and politicians as well).
ps: by the way, it's a pleasure to meet a colleague (I work as an IT consultant for the JRC 😉)
