@mcc Maybe I'm not awake enough yet but that first sentence doesn't even make logical sense. "If you're living abroad, you have to be in the physical US" well that's not what "abroad" means now is it fellas?

@greyduck @mcc I'm going with the more charitable reading and leaning on the word "while" in the sentence. You can still be living abroad and visit the US for whatever reason and make your donation then. Heck, if we had a sane border, you could even just hop across the Canada/US border, make the donation, and then hop back. Nowadays if you did that you'd be detained.
