That's a euphemism for "authoritarian, fascist fuck" era.
Notice the classic ping-pong. They'll get you outraged about one group, and then when you speak out, they'll rapidly switch to targeting ANOTHER group.
Fascists bank on outrage fatigue and the inability to pivot large groups.

The USA will continue bouncing between targeting pregnant women, trans people and immigrants. Eventually, if people meet them as expected, the USA will almost assuredly take down all three with this technique.

You can't stop fascists by protesting issues. You stop fascists by 'punching' them. If you try to fight on the battleground of ideas, or worse "reasonable debate", you will lose, because THEY HAVE THE POWER OF THE STATE.

To win the battleground of ideas, you have to be able to prevent the other side from taking ACTUAL ACTION while the issue is being discussed.

This, incidentally, is why the last election was so important. Once your bed is infested with bed bugs, all the reasonable prevention in the world won't keep you from getting bitten.
The process to stop fascists from gaining power is different from the process to remove them from power.

(Hopefully) obvious, but - the Nazis did the EXACT same thing. We remember them for persecuting the Jews, but they also went after Communists and the Roma people (among others).

I would posit that another reason for this is that haters are often 'single issue voters'. As long as you hate their group, they will support you....so to get broad support, you just need to target as many groups smaller than the groups of haters as you can find.
For example: As long as you are anti-abortion, those people will vote for you, no matter how little they care about other issues.

@eldritch48 it's bonkers how many people vote purely in favor of anti-abortion and then are surprised that their economic livelihood is made significantly worse by those same candidate's other policies
