Seeking "efficiency" and lacking an unlimited need for slave labor, the work camps spawned death camps. Over less than a decade.
This kind of progression, uninterrupted, is inevitable under fascism.

My father Francesco ("Chino") was born in 1922 in Italy.
In 1940 the fascist government sent him a letter requiring him to enroll in the military for WW2. He didn't and hid.
A fascists' squad went to his home and took his younger brother Togno (10) until my father turned himself in.
They sent him to a correctional camp. He fled and became a partisan leader against fascism.
