My Vancouver take on permanent DST:
Winter: Dawn at 9:15am is after I get to work, but...so is dawn at 8:15am. Net nothing.
Summer: Dawn at 5:15am is before I want to be awake....so is dawn at 4:15am. Net nothing.
If my mornings are a wash, I'll ALWAYS take an hour of sunlight after work, or at least in the afternoon in deep winter.

All these people talking about how standard time is "better for you"...LAST WEEK in standard time was the first time I've seen sun on my drive to work in 6 months....my circadian rhythms aren't going to notice a change.
