Like no, there's no secret, universal code to what colours mean in art and literature (although that doesn't mean colour can't be significant). But there are other things that can have meaning. Hell, colour choices can have meaning. It's just not "Red is violence, blue is sadness, yellow is ambiguity" or whatever.
I feel like "the curtains are just blue" is a weird summary of the argument that seemingly mundane choices in fiction carry no meaning, because it's taking like the most dogshit kind of symbolism and acting like that's what all symbolism is like.

The way I write, the curtains usually really are just blue. But that doesn't mean there's no symbolism or deeper meaning at all in seemingly mundane choices I make, it just means I think colour symbolism is generally bullshit.
