Window shutters (if they exist at all) in the US are often non functional and decorative. But shutters are really useful!
The ones on our Airbnb in Roma were clearly regularly used - moved easily, no more dirty than I’d expect. People next door clearly opened and closed theirs each night as well.
So I was surprised when I reached out to close the ones in Firenze to block the morning light, only to discover that they were creaky, filthy, and almost no one nearby was using theirs either! 🤔
